A person who has an obsession with wearing yellow boots, that is easily noticeable due to this.

Often the person will ONLY wear yellow boots, and will get excited over silly things.

Man 1: WOAH! Do you see that Yakko over there?
Man 2: Where?!
Man 1: HOW CAN YOU MISS HIM?! HE'S ONLY WEARING YELLOW BOOTS.
