β€œπŸ˜‚πŸ˜‚β€ is fundamentally a womanly cliche. It is timeless yet antiquated. It is a habitually used response to a comment that was meant to employ humor. It’s short, it’s sweet; however most likely the person is not laughing hysterically, or crying at all. The term can also be used as verbal irony in a conversation, to get the message across that what was sent was not funny at all. This second meaning is not as common and is usually followed up by a sarcastic comment. This is of course relative based on the parameters of the conversation and who you are conversing with.
