a very small person who thinks they are cool. They are very underdeveloped and in extreeme cases, will urinate on small animals. They most likely are immature and Pyromaniacs. They may or may not talk about their favorite french imported hair care products.
That kid is such a fetus, he needs tweezers and a magnifying glass to jerk it on those lonley nights.
