A combination of the index finger pointing up (in the context an islamic Tawhīd signifying there is no god but Allah) and the black flag emoji, contextually this means the support of the Islamic State. It is not used by regular Muslims, but rather by extremist jihadists.

The Mujahideen declare a Jihad against the infidels of Paris habibi, tommorow we are shooting up the Bataclan theater.
