Someone who is more than an acquaintance but not a friend. It's a person that you are connected to but you are not friends. Also, people who used to be friends but they are no longer in your life because of distance or because of moving on. It is all those people in your life that connect the inner circle of friendship to the outer circle of acquaintances.
I have a lot of "friends" on social media, but most of them are spokes.
