Choo Choo 

Noun. An individual that makes an insignificant contribution to (or outright detracts from) the social group.

Adjective. Describes individuals (or qualities) that detract from (or do not significantly contribute to) the social group.

Noun: I said I don't want that choo choo at my party.

Adjective: I don't want any choo choo people at my party. I can't afford any choo choo behaviour at my event.
