A person that listens in on someone's conversation and then adds their opinion without it being asked.
Person 1 to Person 2: "Frank is so hot right?"
Person 2 to Person 1: "I know, and so is Tom."
Meeper to all: "I think Tom is hotter than Frank."
Person 2 to Person 1: "I know, and so is Tom."
Meeper to all: "I think Tom is hotter than Frank."
