The Dungar Effect 

The Dungar Effect is the colloquial term for when management blames development for working too slow when in reality, everything is stuck in quality assurance for testing purposes by the users that requested the ticket.
"The CIO wants to hire a new developer to increase throughput, but our department is suffering from the Dungar Effect."
