Someone who asks you out and you kindly decline them but they keep on and on and actually take "i just want to be friends" litterally... you have a problem then.
Girl: Yeah i told him we would just be friends i declined him kindly ..."
Best friend: "Ahh Girl! He is gonna be a sketchy man now!!"
