Choking off is expected to mean beating off or sucking off...the actual meaning is yet to be discovered, although it is often misinterpreted for "joking off"

Ryan always makes fun of Randy because he likes to choke off whenever he has some spare time.

the act of giving head, blowing, sucking off, choking off, etc., while on one knee instead of two.
