This is the pass code in some areas where prostitution takes place. Usually implies a solicitation from a cheap prostitute.

So you are walking downtown Baltimore late at night coming in from the bar and some trashy looking female you pass ask:

"Do you date?"

If you want to avoid chlamydia, you say "NO".
