The term is used to describe someone who, on a believe level, identifies as a Dragon.

Dragonkin is, a form of, and part of Otherkin.

The word itself is build up from Dragon (type of kin) and kin (See: Otherkin). This portmanteau is used to segment the Otherkin community and forms a group that is somewhere on the Taxonomic rank

Because there is a lot of hatred around the topic of Otherkin; Most who identifies as such, Don't tent to let others know, in fear of this hatred
