The title given to the boss on a job site when he is not allowed to make decisions on his own without calling the person above him.

(Worker 1) So what's the deal are we're moving the tree .
(Worker 2) I'm not sure yet the permissioner is call into the office to say what needs to be done and get the go ahead.
