Individually a slutty mid to late 40s blonde Caucasian woman who constantly moves or "rachets" her jaw from consuming too many amphetamines in one sitting or the group of white girls who are on again off again friends who all attended Southwood highschool back in the big hair days of the late 80s and early 90s. This group is singlehandedly responsible for earning Shreveport Louisiana the moniker *Rachet City". Their leaders name is Cindy.
