Bureaustocracy

Of and or relating to rule by un-elected bureaucrats. Generally typified by a bureaucracy that is unregulated and or poorly overseen by a nations ruling class.

The entrenched bureaustocracy resisted the will of the people by shifting the meanings of words to expand and contract the effect of the laws.

The newly elected government was unable to move new laws forward due to the ability of the bureaustocracy to resist their moves to enact change.
