Someone who does to much over and over again. Can be someone who does something inwhich upsets someone else.

To say someone is "pwur" is like saying someone is full of it and or a pure bitch, a pure hoe or you could say it meaning your side hoe/ person on the side (someone you go to when you are bored and want to mess with something)
