It is created by pulling back what would be the "bangs" area, pushing it forward, then securing it in place with bobby pins or side hair combs. It gives the same effect as a "bump-it" in the front-top of the head. It is done to counteract the dull look of uncut, too-long hair.
Ashley: "Look at how long that lady's hair is! Do you see the big poof on top? It looks like she has a 'bump-it' under the front."
