Monniving 

Adjective; A combination of both manipulative and conniving therefore a person that is characterized by the unscrupulous control of a situation or person which secretly allows something considered immoral, illegal, wrong, and/or harmful to occur.

Person 1 "I really don't like my brothers new girlfriend"
Person 2: "Yes, she seems quite monniving"
