In the event of a pandemic, some governments are slow to react, they implement a partial lockdowns (i.e. you can still exercise), the public continues to spread an infection, the government then blames the public for spreading it to cover up for their slow response.

Boris: I told you to stay indoors!
Sam: You advised me to, it wasn't and order, stop blamewashing!
