A citizen of the United States of America whose culture and economic sustenance revolves around the expectation of receiving welfare, in all its various forms, to the extent that the individual has no intention of contributing to the economy by working.

A woman who is on welfare but gives off the appearance of being wealthy by buying expensive handbags/clothes/drinks etc.

Basically a person on welfare, a quick slang to use rather than say "susan is on welfare" you can say "susan is a welfarian". Little more spicey and hot.
