Wow, I thought Steve hated you Dan. I know, so did I. I wonder why he keeps hanging around all of a sudden. It must be because you won the lottery last week. Yeah, he's just a fair-weather friend!

A foul-weather friend is the opposite of a fair-weather friend. A fair-weather friend is your friend when your life is fine, and times are good but they abandon you when you have a problem, lose your job, etc.
A foul-weather friend is someone who likes to be around you when you are unemployed, depressed and in the dumps. He/she feels sorry for you, and gets some pleasure out of feeling superior, handing out advice, berating you for having a bad attitude. As soon as you get out of the slump, get a job, get in shape, get a decent place to live, etc., the fair weather friend is jealous, and stops speaking to you.
Now that you are not a total loser, the foul-weather friend can't stand you.

As soon as I got a new job and a decent place to live, my foul-weather friend stopped speaking to me.

We have all heard of fare weather friends friends that are in your life when it's good. However Stormy weather friends are friends that are only there when they have problems in their lives and they want to to be their umbrella 🌂 in the ⛈.
Sam only calls me when she has problems and no other time I am sick of only being a stormy weather friend.

these are people who leave you and make you "alone" without "genuine care" and make you long for a true friend.

A friend who only wants to hang out when he/she is in a good mood. They say that they'd rather not make their friends unhappy, and use this as an excuse to break off engagements on a moment's notice if his/her mood changes.
I was planning to hang out with Mike today, but he's such a fair weather friend that he called me five minutes before he was supposed to show up and canceled because he said he's feeling down.

a sucky friend who is not there for you and probably talks a lot of shit behind your back. they only care about themselves and their problems.
point is: they don't deserve you.
