Those persons between the age of 18 and 21. Legally, they don't exist, for they are neither a child, nor a fully matriculated adult. They can be drafted, they can go to jail as an adult, but they cannot check themselves into a hospital or drink alcohol.

Young people between the ages of 18 and 21 that have adult liability, but not adult status. Example: can be drafted, can be incarcerated, can enter into contract, no longer subject to parental control; but, cannot admit ones self to a hospital with co-consent of someone 21 or older, cannot consume alcohol at all or be in an area designated over 21 only.
