Used to describe a person who is both thirsty and ratchet.

"Man, she really likes you, but I heard she gets around. I mean she is thirsty, but also ratchet ... quite the conundrum. What are you going to do, George?" asked Mr. Roy

George replied, "Yeah, she's hella thratchet."
