i.e., the person/wearer is just as hideous, ridiculous and/or brain-dead stupid as the crappy tattoo affixed to their body or personage.

*Note: Should be adverbial, but this way it reads much better.

"The work on that skank is just tatcrapulous."
"Him...at the beach? But he's tatcrapulous."
