The reasons may range from the employee reportedly being too valuable to lose; i.e., the employee is doing a job nobody else wants to do, or the employee has technical skill nobody else possesses, to the employer wanting to punish the employee by keeping them at the job, to needing the employee to meet some kind of policy requirement.
