A euphamism for stupid, said to parents of school-aged children who are likely to sue if their "special little guy" isn't treated like a genius.

Teacher: "Mrs. Johnson, little Billy is minimally exceptional."
Mrs. Johnson: "Oh, how wonderful to hear!"
