Contrary to the #1 Definition for this word stating it is something "said by script kiddies" pretending to be hackers...
This is actually a coherent, formulated form of encoding:

This has a very, very specific and priceless use as a middle-cog encoding for building DieWithMe encryption blocks on shit. L33T is a VERY, VERY obscure encoding method and is relatively unknown to the general public, and is missing from 90%+ of All (Web-App) Encoder/Decoder Lists (e.g: /sloot/moc.gnilresworb.www//:sptth ) (*The longest list I've personally ever seen on one site, and it's not there.*)
