(adj.) used to describe any common noun to describe a particularly inferior condition. anything broken or not in proper working order, or typically held together in substandard working order by any kind of cheap glue and/or duct tape.

hoopty ass conversion

A rather cheap and/or crappie roadbike that was converted to a fixed gear, often with ghetto methods. Likely to have yates, and saddle set up at a slope angle

"Look at that hipster on the fixie! Is it a track frame?"
"No, it's a hoopty ass conversion."
