this is used by some people in Ireland to describe are ugly person.or it could also be used to describe a person that you find repulsive for whatever reason.

if you find the person unattractive...
"hes a torn grawnge...hed feek nattin"
or if the person repulses you...
"what a dirty rotten grawnge"/
