A play on words involving the name of 46th Vice President, Dick Cheney; in which someone dangles a chain above the bed of an unsuspecting penis owner. The chain may be attached to or in close proximity to one's penis.

Quinn: "Yeah man, i found Jose in his room with some sort of BDSM kit stuck to his ceiling."
