Czpy(or Myles Riordan) is a dangerous hacker who is suspected to be linked to over 40% of all cyber crime and allegedly runs large cyber crime syndicates anonymously.
However, his name is commonly used now to symbolize the meme of his wanted poster in coding/hacking groups. The FBI posted a wanted poster on czpy showing 3 photos, two of them were 5 years old(the suspect is a teenager) and the other picture was the suspect in a clearly photoshopped image seeming to be fit to the "Giga Chad" meme. This along with the $125,000,000 reward showed neglect on the FBI's research team as well as hoping they could just throw money at others instead of investigating the problem.
The meme is often used in response to someone throwing money at a problem or someone purporting claims where others don't have confidence in their ability to act out said claim.
