Terrorplegic 

Someone who is paralysed by terror. During an act of terror these persons have a seziure on a level with strong epilepsy. Highly dangerous, this is one of the three conditions that prevent people from serving in the US Armed Forces (It is now the only one, as black people and homosexuals are now free to serve :D )

Someone who would like to or speaks to commit an act of terrorism, but doesn't have the ability or the balls to do so.

A nations security forces can only investigate true threats, there is no time to bother with terrorpeligics.
