Used when speaking of dresses that are so ugly, only a sorority girl would wear them, as sorority formal dresses are often quite hideous.

"Man, did you see the pictures from the ______(insert random greek letters here) party? Why are their dresses always sorugly? I know they can afford pretty ones."
