A phrase first used on the United Kingdom's first televised election debate of 2010. It was widely used by the two other main party leaders to signify agreement with the leader of the Liberal Democrats (Nick Clegg) who became very popular after the debate because of his good manner and sensible policies.
Can be used when asked for an opinion that you cannot give because of a lack of knowledge and interest on a subject. The majority of the time, this use will be non-nonsensical.
