Someone who is only moderately attractive by regular standards, but becomes increasingly more so when compared to others in a convention environment.
That guy over there is okay looking, but when you look at the rest of these people he's looking pretty con hot.

Girl 1: "These guys all look stupid..."
Girl 2: "Well the overweight naruto isn't looking so bad next to the pimple faced InuYasha..."
Girl 1: "Yeah, the Naruto is kinda con hot."
