To lead someone on and give a person false hope of getting anywhere with you.

Julia: "So do you like Derek?"
Haley: "He's more of just a toy."
Sarah: "So you're churning the wheel."

Katie: "I'm not really looking for a relationship...it's just fun to churn the wheel."
