1. a form of insult against Japanese people mostly due to the various atrocities committed in WWII. This, along with a few others, form of insult generally sprang up when Japan tries to downplay its role in WWII.

2. a personification of the phrase under the name as an attempt to downplay/weaken the aforementioned insult as a way to saturate Google image with said character. While 小日本 is not as popular as the more well known 日本鬼子
小日本 literally means little/puny Japanese (something to do with their average height back in WWII era)
