Commentary on current events that is part opinion of the presenter and part innuendo.

While their report on the Congressman's bill legalizing the shooting of feral cats was true, the comment on the potential boon to the Congressman's taxidermy business was pure opinuendo.

Opinnuendo 

A form of question begging in which a newspaper makes humorous comments about something which did not happen or is not true, thus smuggling the fake news into the reader's mind.

That column by Jeremy Clarkson is just opinnuendo, the government regulation he is complaining about doesn't even exist.
