This expression is populer especially in cinematoraphics class of Eylon from The rock city (HOLON.
It used usually when you want to show how awful something.

Ordinary Kid: "Man, that Roni Superstar Sucks!!!!"

Cinema' Kid: "Yeah dude, she's ON THE FACE!"
