A telemarketing call conducted by a bank of operators in a (third world) country as an attempt to rival the annoyance of the Robocall
but with a personal touch and presumably without adding cost.
A good Globocall is characterized by any of the following: severe phoneline static, several seconds of latency, a caller with an essentially incomprehensible accent, and of course a caller that clearly has no idea where you are or what you may be doing at the time of these always inconvenient calls.
I'm sure glad we outsourced our super annoying telemarketing campaign. Those Globocallers are much more sympathetic than the machines. Too bad they sound like they are 300 ft under water, or in an elevator, or both.
