When you see someone you know (or don't know) wearing summertime shorts that are far to short to be appropriate and the bottom of your arse (the kinda bottom of the cheeks) are on display to everyone and your unaware of it. (and we can thank the way that culture and Miley cilrus has done this through sluttly clothing styles)

Basically someone who has no qualities of understanding that its not the best idea during the time, but you go with it anyway cause you have no concept over how to be a "responsible adult" and you bitch about anything because your in a position of power.
