Livonia Police tried to say it meant 'Not In Lein' but their use didn't match up. They stopped saying NIL over the radio and made their police frequency private (even though it complicates communications with surrounding police agencies) and started using 'oh four' instead, which is an old police report numerical code for African Americans.
