When you make plans to get together with someone, and you re-confirm several times only to have them never show up, or they are extremely tardy ultimately screwing up your plans.

I told Rob we were skiing on Friday, Sunday, and Monday. He asked me to get him some lift tix, then he pulled a Manzo, and never showed.
