BLP (Backward-Looking People) is a term coined by Dr. Melamade to describe the self-styled members of a militantly religious, nameless resistance he and his friends encountered during his campaigns for the legalisation of cannabis. They are thus (Pseudo) adults who speak against marijuana. Although one cannot say this of Anslinger himself (who might have been misinformed or in a catch-22) -- BLPs today are the intellectually dead people, who do not have a habit of thinking, don't have the habit of google searching to improve their worldview, i.e. who do not make lakatosian research programs in their minds, that is to say, do not spontaneously (and cannot easily) engage in (nonlinear) thinking*. It is a terror to imagine that our political systems are so weak that we could be led by such people, but there are examples.

Banging Plates goes beyond a "Red herring", it's making noise about the red herring insisting that it is the one true interpretation, even if it's just a profitable misinterpretation. It is a psychological idea, creating a chaos where logical analysis becomes difficult; now fear shepherds one into going for the red herring even if with a calm mind he would never have taken that option. Many other hidden meanings, like "our plates are empty, so feed us by buying our silly commercial idea".
The snake oil salesman was banging plates to convince people to buy his medicinal product.
The Prime Minister advised people to go to the balcony and bang their plates to spread awareness about the need to wear masks.
