A guy who always has one beer in each hands when he's clubbing. He always orders two beers at a time to save on tip. Frank the tank is likely to possess at all time a retarded haircut and don't know much about his life except that he has to fulfill his primary needs (i.e. sex, pizza, and shit/pee).
Reporter 1: All we know is that a guy with a retarded haircut and 2 beers in his hands came and started to yell at everyone for no reason.
