Attempt at mocking competent powerful patriotic Pakistani Pashtuns who live in a nuclear powerhouse. As true Pashtuns, and the centre of the global Pashtun population (with a much bigger Pashtun population than Afghanistan) they understand the deep importance of an independent, cutting edge and globally significant national military.
The Gul Khan thinks long term, from an economic and military perspective, and aligns himself with other ethnicities of Pakistan due to his belief that common religion is the most important unifying factor, and that racism is bad and doesn't work. Gul Khans give Pashtuns access to the sea, Gul Khans understand the strategic failure of landlocked ethnocentrism. Gul Khans live in all 4 provinces of Pakistan.
