The term Top Biller means someone who is exceptionally good at rolling spliffs and joints hence they’re at the top of their game. A person who rolls weed, so spliffs and joints, and most likely smokes, this noun is not indicative of whether they are a good biller or not it just means they do roll. This noun is not a yardstick of such to measure someone’s talent as a biller.
