An ongoing exclusive attraction to prepubescents from ages 3-10 and in some cases up to 13 depending on the stage of the Tanner scale of human development being used. (Many 14 or 15-year-old's would not be
pubescent/reached puberty, i.e., in stages 2 or 3 of dev; many would instead be in stage 4, and a few may be in stage 5.)
It should not be confused with the other age-based paraphilias (also called chronophilias):

These refer to attractions to people of an age range, not the act of sex or romance with people in those ranges.
Most pedophiles never actually engage in sexual contact with prepubescents; the rate of how many do varies but many journals put an est. at 5-20%.
It may also surprise people to know that most adults who sexually engage with prepubescents or pubescents aren't even pedophiles/hebephiles or primarily attracted to them.
Also, few non-pedophiles and non-hebephiles engage in contact.

Age of the contactor has very little impact on whether they do than their personality. All who made contact were likely to do this as children and teens as well.

A hebephile, etc. isn't any more prone to 'seeking' for sex or romance than a teleiophile is. Just like how most teleis naturally meet, fall in love with someone then gravitate to sex later in the relationship, most of them are the same way. Thus, other than having a different attraction, their drives are really no diff. than those of teleis. So while they are more likely to seek romance and/or sex with someone in their pref. age range, it doesn't imply that they are sex-crazed animals whose sole urge is to seek out these things out.

There are real terms called chronophiles for other age ranges as well:

-these do not necessarily imply that these people are carnal sex-crazed animals whose sole desire is to seek sex. They are not akin to boiling pots of water that can overflow at anytime. Most of these people fall in love with young people the same way as adults who fall in love with other adults. Then later in the relationship, sex becomes relevant.
-These terms should not be used to denote actual sexual activities between adults and younger people, because most people with one of these never actually engage in them, and those who do often lack chronophilic attractions. 4
