This character from Splatoon (probably) got named by the fandom "Woomy" as a "cute little nickname" for her, because of the characters not being named correctly and just called their own species. Just like toads being called toads (Mario).

Just like toads being called toads (Mario), and because it's the sound an inkling girl makes when tapping the "Booyah!" button.
