Extortion

Compelling someone to do something they don't want to do by making them an offer they can't refuse.

The attempt by President Trump to force President Zelensky to fabricate dirt on Trump's political opponent by withholding desperately needed Congressionally approved military aide to the Ukraine is the very definition of extortion.
